Sealed bids will be received for the construction of the SR-18; Veyo to Central Multi-Use Path Project. Bids must be submitted by November 29, 2023, 10:00 AM, to Washington County, c/o Todd Edwards, at the Washington County Public Works Department located in the Washington County Office Building, Commission Chambers, 111 East Tabernacle, St. George, Utah 84770 (Google Maps). Bids will be opened publicly and read aloud. Each Bid must be submitted in a sealed envelope, addressed to Washington County, c/o Todd Edwards, 111 East Tabernacle, St. George, Utah 84770. Each sealed envelope containing a Bid must be plainly marked on the outside "SR-18; Veyo To Central Multi-Use Path Project".

There will be a non-mandatory pre-BID meeting and site visit 111 East Tabernacle, St. George in Training conference room #301 on Monday, November 20, 2023 at 10:00 AM.

The Bid includes furnishing all labor, materials, transportation, and services to construct approximately 6 miles of paved bike/multi-use path, including drainage improvements, and other miscellaneous items.

All bidders who submit a bid are required to be on the Plan Holders List. Addenda will only be provided to the plan holders that are on the Plan Holders List.

A 100% performance — labor and materials bond will be required on this project. Every Bid shall be accompanied by a bid bond in the amount of 5% of the bid, naming Washington County as oblige, this bid bond must be issued by a surety company licensed to do business in the State of Utah and be on a bond form acceptable to Washington County.

Washington County reserves the right to reject any, or all bids, or to waive any formality or technicality in any bid, in the interest of the County.

Election Day & Post Election Audit Notice

Polling: 7am – 8pm

Notice is given that the Special General Election for the U.S. House Representative District 2 and the Municipal General Election will be held Tuesday, November 21, 2023.

Washington County will have 3 Vote Center locations on November 21, 2023 to assist voters. Accessible voting equipment will be available at each vote center to assist voters with sight and mobility issues. Disabled voters may also contact the County Clerk’s office to learn more about a new program to assist them in voting independently at home, please contact us at (435) 301-7248.

All Washington County precincts will be available at any vote center location. The vote center locations are the Dixie Convention Center, 1835 Convention Center Dr, St George UT, the Hurricane Community Center, 63 S 100 W, Hurricane UT and the Santa Clara City Office, 2603 Santa Clara Dr, Santa Clara UT. More information can also be found on the County’s Election Info page. The polls will open at 7am and continue open until 8pm of the same day.

The canvass of Special U.S. House Representative District 2 Election will be held on Tuesday, December 5, 2023 at 4:00 pm in the Washington County Commission Chambers, 111 E Tabernacle, St George UT 84770.

In accordance with UCA 20A-1-102(23), a 2023 Special General Post Election Audit will be held on Friday, December 1, 2023, noon, at the Washington County Clerk’s office, 111 E Tabernacle St, St George UT 84770. The audit will begin at the Washington County Administration Building, outside entrance C, in the office on the left.

The pre-election test of the automatic tabulating equipment was held on Friday, October 27, 2023, at 12:00 pm in the Washington County Clerk’s office, 111 E Tabernacle St, St George, UT.

All voters must provide Valid Voter Identification. More information can be found by going to County’s Election Info page.

If there are any changes to the location of a polling place or the addition of a polling place more information will be provided here or https://vote.utah.gov/.

Overview

It is the intent of Washington County, Utah, (“County”) to obtain proposals from professionals that are Local Vendors as defined in Washington County Code 1-12-3, that will purchase, collect, and remove manure that is produced at the Washington County Fair Grounds (“Legacy Park”) for the 2024 calendar year.

Legacy Park houses hundreds of racehorses and holds a variety of livestock shows and events. These animals produce manure that needs to be removed on as needed, which is no less than once a quarter.

The requirements listed herein must be met by all Vendor proposals. Failure to meet these requirements may be cause for rejection of the Vendor’s proposal at the County’s discretion. The contents of this solicitation that are not modified, altered, or waived by the County, and the Vendor’s response, when submitted to and accepted by the County, must become an integral part of the contract agreed upon between Vendor and County.

Scope of Work

  1. Collect and remove manure at Legacy Park storage facility, using the Vendor’s own equipment. Collection shall be not less than on a quarterly basis and as needed at the request of the county
  2. Keep all manure storage areas in a reasonably neat condition following manure collection
  3. Maintain professionalism in all respects

Schedule

As needed, but not less than quarterly.

Proposal Submission

Each Vendor must prepare a written response included in the submission which must include the following:

  1. Letter of intent
  2. Resume detailing experience and ability to perform Scope of Work
  3. Contact Information
  4. Insurance documentation
  5. All professional licensing requirements listed under special qualifications

Cost/Purchase Price

Vendor to Propose.

Insurance

Vendor must obtain and provide a Certificate of Insurance showing that a valid worker’s compensation policy exists and provides coverage for Vendor and employees of Vendor

Vendor Employees

Vendor may hire people to assist Vendor in providing the services contracted herein. However, if Vendor hires persons under the age of 18, Vendor must comply with all state and federal requirements, specifically including, but not limited to, the Fair Labor Standards Act, as regulated under 29 C.F.R. 570, and state law on the employment of minors under Utah Code Annotated, §34-23-201 et seq.

Drug-Free Work Environment Requirements

Vendor must provide the services solicited herein without being, or permitting employees to be, under the influence of illegal drugs, alcohol or any substance that impairs the ability to work safely.

Equipment

Vendor must provide its own equipment that meets industry standards in performing the Scope of Work.

Contract Term

No less than one calendar year. However, the Contract Term may be negotiated.

Basis of Agreement

Vendor will be an independent contractor and neither Vendor nor any agent, employee, or servant of Vendor may be deemed an agent, employee, or servant of the County. Vendor is responsible for its own Federal, State, and Local tax.

This resulting contract will be for the purchase, collection, and removal of manure services and Vendor is not an employee of County and is not entitled to the benefits provided by the County to its employees.

Assignment

This resulting contract will not, nor will any interest in the resulting contract, be assignable, as to the interest of the Vendor, without prior written consent of the County.

Amendment

If Vendor is awarded the bid the resulting Agreement may differ from the terms established in this Request for Proposals upon the mutual agreement and consent of both parties and when the change is in the best interest of the residents of County.

PUBLIC NOTICE TESTING OF AUTOMATIC TABULATING EQUIPMENT

In accordance with UCA 20A-4-104, testing of the automatic tabulating equipment will be held at the Washington County Administration Building, 111 E Tabernacle Street, St. George, Utah (Google Maps) on Friday, October 27, 2023 at 12:00 pm. The test will begin in room number 154, entrance E.
