Recreation, Arts, and Parks (RAP) Tax

Public Hearing Audio - 10/01/2024

Argument for RAP Tax Renewal

"Washington County communities offer residents access to a wide variety of Recreation, Arts, and Parks (RAP) programs. When I think about what these programs mean to me and my family, I am reminded of the many trails, parks and festivals we have enjoyed. RAP funding has upgraded parks and trails throughout the County as well as adding pickleball courts, soccer fields, and upgraded playgrounds. My son can participate in recreation programs which might not be available if not for Recreation funds provided by RAP. From the enchantment of Tuachan Center for the Arts; to the renowned Southwest Symphony Orchestra; and to the art installations of Art Around the Corner, Washington County is home to so many outstanding arts organizations. Here in Washington County, we have the opportunity to participate in and interact with each other – to truly form a sense of community, a place to belong.

So, what is RAP Tax? It is the ONLY way to get our many visitors to pay for the amenities they use in our communities. Washington County collects one-tenth of 1 percent (0.1%) in sales and use tax on non-grocery purchases. This equates to only one cent for every $10.00 spent on non-grocery purchases. With the continued growth in Washington County, especially from visitors to our communities, RAP tax helps keep our Recreation, Arts and Parks improved and up to date.

RAP Tax is not new; it has been in place since 2014. The renewal of RAP Tax will be on the November ballot. If RAP goes away, we will not notice the difference in our wallets, but we may well notice the difference in our communities. As they search for other sources of funding, communities will most likely need to increase user fees and discontinue programs.

My family loves the wide variety of Recreation, Arts and Parks offred in Washington County. It would truly be a loss to many people if this funding were to disappear. I strongly support the referendum on the ballot to continue the Washington County RAP Tax."

Respectfully submitted,
