Zion National Park Sewer Improvements Phase 1

General Notice

Washington County (Owner) is requesting Bids for the construction of the following Project:

Zion National Park Sewer Improvements Phase 1

Sealed bids for the construction of the Project will be received at the Washington County Commission Office located on the fourth floor of the county administration building located at 111 E Tabernacle Street, St. George, UT 84770, until June 18, 2025 at 2:00 pm local time. At that time, the Bids received will be publicly opened and read in the county commission chambers located at 111 E Tabernacle St., St. George, UT 84770.

The Project includes the following Work to be performed in Zion National Park:

Construction of approximately 4,350 lineal feet of 6" C900 PVC sewer line, 145 lineal feet of 6" SDR 35 sewer line, 450 lineal feet of 4" C900 PVC sewer line, approximately 4500 lineal feet of 4" C900 PVC water line, 4,900 lineal feet of 2" conduit, 2,700 lineal feet of 3” conduit, concrete sewer manholes, combination air vac/valve assemblies, gate valves, and a concrete vault. The project will also include site work, removal of sewer pipe, removal of sewer manholes, and electrical improvements.

Bids are requested for the following Contract:

The Project has an expected duration of 75 days. Washington County is the Project Owner and intends to dedicate the completed project to Zion National Park. The Project must be constructed in accordance with the Contract Documents and standards set by the National Park Service.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Mandatory Pre-bid Conference

A mandatory pre-bid conference for the Project will be held on June 10, 2025 at 1:00 pm at Zion National Park’s Maintenance office located inside the Park. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference. Bidders shall inform the entry station attendant that they are bidding on the project to be granted access to the Park.

The latitude and longitude of the office are approximately 37.211449°, -112.989354°. If entering from the Park’s south entrance, make the first available left turn, continue up the road taking the left fork, and you’ll reach a parking lot just north of the maintenance office. As the main destination marketing organization for Washington County, UT, the Greater Zion Convention & Tourism Office is seeking the services of a social media coordinator. The selected Contractor will work in conjunction with the Greater Zion marketing team, led by the Marketing Manager, Ed Aurrecoechea, to develop and implement a robust and comprehensive multi-channel social media strategy. The Greater Zion Convention & Tourism Office reserves the right to refuse any and all proposals.

It is the intent of Washington County, UT (“County”), in partnership with the Dixie National Forest; Pine Valley Ranger District to obtain proposals from qualified industry experts that can provide construction services in compliance with industry standards. The selected proponent (“Contractor”) will construct a Trailhead, designed by the Dixie National Forest, for the Cliffrose Trail system.

The Cliffrose Trail System is a recently constructed, approximately 20-mile mountain biking and hiking system of trails. The number of trails in this system is planned to expand. The trails have been constructed over the last 3 years through a partnership between the Pine Valley Ranger District and Washington County and with grant funding from the State of Utah. A trailhead is needed for this system. Current parking is along the road or in a small, cleared area to one side of the main access road. The desired trailhead will include expanded parking, CXT toilet, Kiosk, Shade structures and picnic tables, fencing and a bicycle repair station.

RFP for New Administration Building Floor Cleaning

REQUEST FOR PROPOSALS (RFP)
NEW ADMINISTRATION BUILDING FLOOR CLEANING

Washington County is seeking proposals from interested and qualified companies to provide daily cleaning for all flooring in the Administration building located at 111 E. Tabernacle Street, St. George, UT 84770 (Google Maps).

The Administration building includes 22,843 square feet of terrazzo flooring including bathrooms and breakrooms throughout four floors of office space as well as 54,268 square feet of carpet. Offices are open Monday through Friday 8:00 am through 5:00 pm. Cleaning will need to be performed after normal business hours and in coordination with the Washington County custodial team.

Proposals shall include details regarding all items on the attached, proposed Scope of Work, including the following:

  • Daily sweeping and weekly buffing of all terrazzo flooring throughout the building, and also to include resurfacing of all terrazzo flooring annually
  • Carpet cleaning three times per year also to include spot cleaning on an as needed basis
  • A list of what equipment will be used such as buffer machines, sweepers, etc.
  • A complete itemized list of chemicals that may be applied, implementation schedule
  • Provide a detailed cost proposal including equipment, labor, etc.

Companies submitting a proposal acknowledge that they are qualified in this area of work and have experienced personnel able to provide the required services. The County may request information substantiating the indicated requirements. Failure to provide this information may result in a prospective Company’s proposal being declared non-responsive.

All proposals shall include a cover sheet with the following information:

  • The full and lawful name of the company submitting the proposal
  • The full name and title of the person with the authority to bind the company
  • The signature of a person with authority to bind the company
  • The office address of the company
  • The name and email address of the company contact person for purposes of the proposal
  • The office and cell number of the company contact person for purposes of the proposal

This Request for Proposals does not constitute a contract. Washington County reserves the right to accept or reject any proposal and may elect not to proceed with any proposal. No agreement with Washington County is in effect until both parties have signed a professional service agreement under terms acceptable to the County. Proposals will be accepted until 4:00 pm on January 31, 2025 at the Washington County Administration Building at St. George, 111 E Tabernacle St. George, UT 84770 (Google Maps). Public Notice – Seeking Proposals for Emergency Operations and Legacy Park Storage Facility

PUBLIC NOTICE

Washington County Utah is seeking Qualification Proposals for the construction of an Emergency Operations and Legacy Park Storage Facility with offices and training near the Washington County Fairgrounds in Hurricane City, Utah at 5710 W Shooting Sports Park Rd. The new facility is planned to include garage bays, storage space, offices, and associated uses. The facility is expected to be approximately 17,225 square feet in size. For preliminary plans and a copy of the Request for Qualifications, respondents may send an email to: nicholle.felshaw@washco.utah.gov.
