Master Plan to Improve Equine and Rodeo Facilities at Legacy Park

PRESS RELEASE: Washington County to Develop Master Plan to Improve Equine and Rodeo Facilities at Legacy Park

Today, Washington County formally announces its plans to develop a master plan to improve and expand its equine and rodeo facilities at Legacy Park. Rodeo, Equine, and Livestock activities are deeply rooted in the heritage of Utah’s Dixie and as this community has grown so has the demand and use of Legacy Park and its equine facilities. This increased demand and use of Legacy Park necessitates that Washington County respond in kind.

During the preliminary steps of developing a master plan, Washington County identified safety and infrastructure needs, including electrical, drainage, water, sewage, and gas, with the most immediate needs being electrical and drainage. Many of these infrastructure needs will need to be re-engineered and rebuilt from the ground up. To safely facilitate some of these infrastructure needs the horse stalls will need to be vacated by June 30, 2025.

Washington County is engaging in this master plan in order to meet the growing needs of Legacy Park. The master plan will not include plans for soccer fields, housing, or any form of commercial not consistent with Legacy Park’s public purpose. Washington County recognizes Legacy Park serves this community and with that in mind, Washington County intends to engage the community throughout the master plan process.

Legacy Park and its facilities have served this community for decades and in order to continue to serve this community for decades more certain improvements and renovations identified during the master plan process must be facilitated.

Public Notice – Seeking Proposals for Emergency Operations and Legacy Park Storage Facility

PUBLIC NOTICE

Washington County Utah is seeking Qualification Proposals for the construction of an Emergency Operations and Legacy Park Storage Facility with offices and training near the Washington County Fairgrounds in Hurricane City, Utah at 5710 W Shooting Sports Park Rd. The new facility is planned to include garage bays, storage space, offices, and associated uses. The facility is expected to be approximately 17,225 square feet in size. For preliminary plans and a copy of the Request for Qualifications, respondents may send an email to: nicholle.felshaw@washco.utah.gov. Deadline for Submission of Statement of Qualifications: 4:00 pm on Friday, November 1, 2024, at the Washington County Commission Office at 111 E Tabernacle, St. George, UT 84770 (Google Maps). Only those respondents who are pre-qualified through this process will be allowed to bid on the construction of the facility.

Washington County of Utah seeks to obtain proposals from qualified industry experts that can provide shooting bay improvements at the Washington County Shooting Sports Park, which includes increasing the bay sizes by lowering the mid-berm heights to 12 feet, and providing flood controls by allowing water to flow out of the bays into a designated area that will not affect range operations.

Overview

It is the intent of Washington County, Utah, (“County”) to obtain proposals from professionals that are Local Vendors as defined in Washington County Code 1-12-3, that will purchase, collect, and remove manure that is produced at the Washington County Fair Grounds (“Legacy Park”) for the 2024 calendar year.

Legacy Park houses hundreds of racehorses and holds a variety of livestock shows and events. These animals produce manure that needs to be removed on as needed, which is no less than once a quarter.

The requirements listed herein must be met by all Vendor proposals. Failure to meet these requirements may be cause for rejection of the Vendor’s proposal at the County’s discretion. The contents of this solicitation that are not modified, altered, or waived by the County, and the Vendor’s response, when submitted to and accepted by the County, must become an integral part of the contract agreed upon between Vendor and County.

Scope of Work

  1. Collect and remove manure at Legacy Park storage facility, using the Vendor’s own equipment. Collection shall be not less than on a quarterly basis and as needed at the request of the county
  2. Keep all manure storage areas in a reasonably neat condition following manure collection
  3. Maintain professionalism in all respects

Schedule

As needed, but not less than quarterly.

  2. Resume detailing experience and ability to perform Scope of Work

  4. Insurance documentation

Insurance

Vendor must obtain and provide a Certificate of Insurance showing that a valid worker’s compensation policy exists and provides coverage for Vendor and employees of Vendor

Vendor Employees

Vendor may hire people to assist Vendor in providing the services contracted herein. However, if Vendor hires persons under the age of 18, Vendor must comply with all state and federal requirements, specifically including, but not limited to, the Fair Labor Standards Act, as regulated under 29 C.F.R. 570, and state law on the employment of minors under Utah Code Annotated, §34-23-201 et seq.

Drug-Free Work Environment Requirements

Vendor must provide the services solicited herein without being, or permitting employees to be, under the influence of illegal drugs, alcohol or any substance that impairs the ability to work safely.

Equipment

Vendor must provide its own equipment that meets industry standards in performing the Scope of Work.

Contract Term

No less than one calendar year. However, the Contract Term may be negotiated.

Basis of Agreement

Vendor will be an independent contractor and neither Vendor nor any agent, employee, or servant of Vendor may be deemed an agent, employee, or servant of the County. Vendor is responsible for its own Federal, State, and Local tax.

This resulting contract will be for the purchase, collection, and removal of manure services and Vendor is not an employee of County and is not entitled to the benefits provided by the County to its employees.

Assignment

This resulting contract will not, nor will any interest in the resulting contract, be assignable, as to the interest of the Vendor, without prior written consent of the County.

Amendment

If Vendor is awarded the bid the resulting Agreement may differ from the terms established in this Request for Proposals upon the mutual agreement and consent of both parties and when the change is in the best interest of the residents of County.

It is the intent of Washington County, Utah, ("County") to obtain proposals from qualified industry experts that can provide feasibility and master plan services for an expected future multipurpose venue expansion at Washington County Legacy Park. Legacy Park hosts over 250 events on 14,000 acres and is in need of more venue space, office space, and an arena with a capacity of 10,000 – 15,000. To receive consideration, and responses to this RFP the County must receive the proposal no later than 4:00 pm on February 22, 2023 ("Opening Date"). Ground Breaking for New Receiving Center

Our New Receiving Center is Underway

Breaking Ground to Make a Difference:

Washington County and Southwest Behavioral Health broke ground for Washington County’s new Receiving Center on Friday, March 18th in efforts to help bridge current gaps in behavioral health and substance abuse crises. This new location will be at 5500 W. (Regional Park Road) in Hurricane, Utah.

The Washington County Receiving Center will be a short-term, crisis-care facility for individuals dealing with mental health or substance abuse crises. When appropriate, law enforcement officers will take people to the center instead of jail or the St. George Regional Hospital. Additionally, the Receiving Center will provide walk-in services for individuals or families in crisis.

“So many of our families find themselves dealing with mental health or addiction issues at some point in time,” Commissioner Victor Iverson said. “This Receiving Center will be a valuable resource for families and individuals in crisis. It will also strengthen our law enforcement’s ability to respond to difficult situations with increased effectiveness and bring hope to neighbors and friends who find themselves in hopeless situations.”

The Receiving Center will be centrally located in the county, just off SR-9 near Legacy Park. It will be a short-term, stabilizing facility designed to respond to emergency situations. Southwest Behavioral Health will be running the facility once it is complete, using their knowledge and expertise to help monitor individuals in crisis. Additionally, they will help develop plans so that after the immediate crisis is over, individuals will be connected with other community resources that provide a long-term solution.

We are excited to have this resource in our community and want to thank everyone in attendance at the groundbreaking event. Special thanks to Governor Spencer Cox, Members of the Utah Legislature, MRW Design, Watts Construction, Southwest Behavioral Health, Intermountain Healthcare, and other key stakeholders.

RFP for Legacy Park Food Service Vendors

Washington County, Utah, is seeking proposals from qualified food service vendors who can provide competent food service and quality meals for events to be held at the Washington County Fair Grounds (“Legacy Park“) for 2022.

Legacy Park will have approximately 120 events which require food vendor services. Vendor will provide the services as outlined in this Request for Proposals (“RFP”) and the resulting contract.
