Sealed bids will be received for the construction of the SR-18; Veyo to Central Multi-Use Path Project. Bids must be submitted by November 29, 2023, 10:00 AM, to Washington County, c/o Todd Edwards, at the Washington County Public Works Department located in the Washington County Office Building, Commission Chambers, 111 East Tabernacle, St. George, Utah 84770 (Google Maps). Bids will be opened publicly and read aloud. Each Bid must be submitted in a sealed envelope, addressed to Washington County, c/o Todd Edwards, 111 East Tabernacle, St. George, Utah 84770. Each sealed envelope containing a Bid must be plainly marked on the outside "SR-18; Veyo To Central Multi-Use Path Project".

There will be a non-mandatory pre-BID meeting and site visit 111 East Tabernacle, St. George in Training conference room #301 on Monday, November 20, 2023 at 10:00 AM.

The Bid includes furnishing all labor, materials, transportation, and services to construct approximately 6 miles of paved bike/multi-use path, including drainage improvements, and other miscellaneous items.

All bidders who submit a bid are required to be on the Plan Holders List. Addenda will only be provided to the plan holders that are on the Plan Holders List.

A 100% performance — labor and materials bond will be required on this project. Every Bid shall be accompanied by a bid bond in the amount of 5% of the bid, naming Washington County as oblige, this bid bond must be issued by a surety company licensed to do business in the State of Utah and be on a bond form acceptable to Washington County.

Washington County reserves the right to reject any, or all bids, or to waive any formality or technicality in any bid, in the interest of the County.

Washington County is working in conjunction with Utah Department of Transportation (UDOT) to add approximately eighteen feet (18′) of additional pavement to Northbound SR-18 from The Ledges to the North Snow Canyon entrance. This project will begin on Monday, February 14, 2022. Completion is expected no later than Sunday, May 01, 2022. Please be aware of construction vehicles during this time.

This project consists of construction of approx. 32.25 acres of land leveling, 2,920 LF of 8” diameter PVC pipe, 1,960 LF of 6” diameter PVC pipe, 12 6” gate valves, and 12 concrete irrigation outlet boxes may be awarded at the discretion of the Owner.

RFSQ for Frog Hollow Rehabilitation Project

Washington County is requesting qualifications from Engineering Firms licensed in the State of Utah for final design resulting in the rehabilitation of Frog Hollow Debris Basin located approximately five miles Southwest of Hurricane, Utah.

Four (4) copies of the SOQ are due at Washington County Public Works Office and must be received by Friday, March 22, 2019 at 5 p.m. to be eligible for consideration.

Proposals are to be submitted in a sealed envelope and marked “Engineering and construction surveillance services for the Frog Hollow Debris Basin Rehabilitation Project SOQ”.

Statement of Qualifications (SOQ) Engineering Design Services for Old Highway 91 Project

Washington County, Utah Public Works Department is soliciting competitive sealed Statements of Qualifications (SOQ) from qualified engineers/firms (consultant) to provide services as outlined in the SCOPE OF SERVICES SECTION of this request (see downloadable documents).

Background

Washington County intends to construct improvements to Old Highway 91 from the Arizona border (mile marker 0.0) to the Gunlock Road (mile marker 16.7). The anticipated improvements are listed in the attached document entitled “Engineer’s Estimate of Probable Construction Costs Prepared For Old Highway 91 Clear Zone Improvements, Sign Replacement, and Culvert Extensions” dated August 14, 2015. A total budget of $1,909,00.50 is available for the project, including $1,735,475 of Utah state funds and $173,547.50 of Washington County funds. The project is intended to be constructed using the Washington County, Utah Construction Design Standards-Adopted August 18, 2009. A copy of those standards is available at the Washington County website: washco.utah.gov under the Public Works tab. The American Association of State Highway and Transportation Officials (AASHTO) Policy on Geometric Design of Highways and Streets will also be a guideline for our construction. Since no Federal funding is to be used on this project, most federal requirements will not apply for this project.

Scope of the Project

Washington County owns the right-of-way and is responsible for maintenance and safety of Old Highway 91. We have compiled some proposed improvements that we believe are needed along the roadway in order to improve safety and provide better flood protection. We are now asking for qualified engineers/firms to help us refine the improvements needed, prioritize the improvements that can be built with the available funding and provide design drawings and specifications to advertise, bid, and build the project. The County employs a full-time Public Works inspector that can provide most of the needed day-to-day inspection; however some construction management services are anticipated to be needed by the consultant.
