Any change will be posted as a formal written addendum on the Washington County website. In the event of a revision to the RFP after the closing date, candidates will have an opportunity to refine, submit or resubmit their proposals.

Contractors will be selected with required Commission approval after April 21, 2026. Actual start of work to be scheduled around the DCC’s event calendar.

RFP for Construction of Cliffrose Trailhead and Event Area

Washington County of Utah, in partnership with the Dixie National Forest; Pine Valley Ranger District seeks to obtain proposals from qualified industry experts that can provide construction services in compliance with industry standards. The selected contractor will construct a Trailhead, designed by the Dixie National Forest, as well as light clearing and grubbing of an event parking, staging and camping area for the Cliffrose Trail system.

The purpose of this request for proposal is to enter into a contract with a qualified firm to provide equipment, software, service and support to fully automate the receipt and processing of vote by mail ballots. This automation must include processing vote history, signature and 4-digit capture and comparisons. The system must sort ballots into workable batches based upon criteria such as precincts, cities, legislative districts, whether a ballot can be counted, needs review, needs ID, or is rejected. System must be able to exchange files and data with the State of Utah voter registration database. Responses to this RFP must be able to fully automate our process outlined and if feasible, automate the removal of a privacy tab or other method to expose private information for processing. It is anticipated that this RFP may result in a contract award to a single contractor. Project must be fully implemented and tested by June 1, 2026.

The Washington County Clerk-Auditor’s Office is seeking bid proposals for By Mail Election Services from qualified print vendors to provide: a variety of optical scan ballot lengths, election ballot envelope sets – including outgoing and return envelopes as well as informational inserts, and full service printing, processing and mailing of by mail election materials.

The redesigned website must comply with ADA and WCAG 2.1 level AA standards, and incorporate the latest web technologies. It must also have full site search capabilities and adhere to best security practices. The proposal should include detailed cost estimates for development, deployment, and, a minimum of one year of post-launch support. General Notice

Washington County (Owner) is requesting Bids for the construction of the following Project:

Zion National Park Sewer Improvements Phase 1

Sealed bids for the construction of the Project will be received at the Washington County Commission Office located on the fourth floor of the county administration building located at 111 E Tabernacle Street, St. George, UT 84770, until June 18, 2025 at 2:00 pm local time. At that time, the Bids received will be publicly opened and read in the county commission chambers located at 111 E Tabernacle St., St. George, UT 84770.

The Project includes the following Work to be performed in Zion National Park:

Construction of approximately 4,350 lineal feet of 6" C900 PVC sewer line, 145 lineal feet of 6" SDR 35 sewer line, 450 lineal feet of 4" C900 PVC sewer line, approximately 4500 lineal feet of 4" C900 PVC water line, 4,900 lineal feet of 2" conduit, 2,700 lineal feet of 3” conduit, concrete sewer manholes, combination air vac/valve assemblies, gate valves, and a concrete vault. The project will also include site work, removal of sewer pipe, removal of sewer manholes, and electrical improvements.

The Project has an expected duration of 75 days. Washington County is the Project Owner and intends to dedicate the completed project to Zion National Park. The Project must be constructed in accordance with the Contract Documents and standards set by the National Park Service.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Mandatory Pre-bid Conference

A mandatory pre-bid conference for the Project will be held on June 10, 2025 at 1:00 pm at Zion National Park’s Maintenance office located inside the Park. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference. Bidders shall inform the entry station attendant that they are bidding on the project to be granted access to the Park.

If entering from the Park’s south entrance, make the first available left turn, continue up the road taking the left fork, and you’ll reach a parking lot just north of the maintenance office.
