RFP for Contractor of Washington County Fair Manangement

Washington County is soliciting proposals from qualified organizations, associations, or firms to manage and produce the annual Washington County Fair under a one-year contract, renewable annually by mutual agreement between the Contractor and the County Commission.

The County is seeking a partner that will treat the Fair as a community institution, one that reinvests in Washington County, prioritizes local artists, tradespeople, and talent, and works hand-in-hand with the County Commission each year to shape a Fair.

The Request for Proposal (RFP), will be available from the Washington County Administration Office on Monday, September 14, 2026, and can be requested by emailing Nicholle Felshaw at nicholle.felshaw@washco.utah.gov. To be considered, a proposal must be submitted to the County on or before September 30, 2026. The Washington County Commission reserves the right to reject any or all proposals, or to waive any formality or technicality in any proposal in the best interest of the County.

It is the intent of Washington County, UT (“County”) to obtain proposals from qualified industry experts that can provide construction services in compliance with industry standards. The selected proponent (“Contractor”) will construct a deceleration lane, access road, trailhead, parking area and staging area to provide access and venue space for a trail park.

The trail park this project serves was designed to provide a trail racing course, parking and venue space for high school mountain biking competitions. It will also support a variety of other events that utilize trails. In between events the trails will be open to public use. The inspiration for a trail park began with a desire to help the Utah High School Cycling League of the National Interscholastic Cycling Association (NICA) find a long-term home for their fall state championship. This project is being funded by Washington County and is in collaboration with Desert Color. This request for proposals focuses on the access road, a public trailhead, large parking area and staging area construction.

Prior to the submission deadline, Washington County may amend or clarify the RFP in the case of any discrepancies or omissions. Any change will be posted as a formal written addendum on the Washington County website. In the event of a revision to the RFP after the closing date, candidates will have an opportunity to refine, submit or resubmit their proposals.

Contractors will be selected with required Commission approval after April 21, 2026. Actual start of work to be scheduled around the DCC’s event calendar.

Washington County of Utah, in partnership with the Dixie National Forest; Pine Valley Ranger District seeks to obtain proposals from qualified industry experts that can provide construction services in compliance with industry standards. The selected contractor will construct a Trailhead, designed by the Dixie National Forest, as well as light clearing and grubbing of an event parking, staging and camping area for the Cliffrose Trail system.

The Washington County Clerk-Auditor’s Office is seeking bid proposals for Election Ballot Sorting, Signature and 4-digit Capture Automation, Equipment and Servicing.

The purpose of this request for proposal is to enter into a contract with a qualified firm to provide equipment, software, service and support to fully automate the receipt and processing of vote by mail ballots. This automation must include processing vote history, signature and 4-digit capture and comparisons. The system must sort ballots into workable batches based upon criteria such as precincts, cities, legislative districts, whether a ballot can be counted, needs review, needs ID, or is rejected. System must be able to exchange files and data with the State of Utah voter registration database. Responses to this RFP must be able to fully automate our process outlined and if feasible, automate the removal of a privacy tab or other method to expose private information for processing. It is anticipated that this RFP may result in a contract award to a single contractor. Project must be fully implemented and tested by June 1, 2026.
