The Dixie Convention Center is seeking proposals from interested and qualified companies to replace the existing Lighting system of the Dixie Convention Center’s Exhibit Hall with an upgraded LED system with more useable options, which has the appropriate illumination for the area, that can be dimmable and have individual fixture addressability. Proposals must include the removal of any discarded portions of the old system and installation of a suitable replacement for the old system. It must include any labor charges, cabling, additional electrical work needed, control systems, freight charges, any factory authorized start up services, everything needed for a finished and useable product. Also a time line during which the work will be completed, that will also work around events that are already scheduled for that space.

Proposals may be submitted in hardcopy or digital format. Proposals must be marked or the email subject line must read “DCC Exhibit Hall Lighting Upgrade.” They are due in the Dixie Center Administration office by 11:00 am local time on Friday, January 21, 2022. A public opening of the proposals will be held at 11:30 am local time on January 21, 2022 in the Dixie Center Administration office. All proposals must be valid for a 3 month period.

RFP for Legacy Park Food Service Vendors

Washington County, Utah, is seeking proposals from qualified food service vendors who can provide competent food service and quality meals for events to be held at the Washington County Fair Grounds (“Legacy Park“) for 2022.

Legacy Park will have approximately 120 events which require food vendor services. Vendor will provide the services as outlined in this Request for Proposals (“RFP”) and the resulting contract.

RFP – Removal of Dead Trees in Confluence Park

REQUEST FOR PROPOSAL

Washington County is seeking proposals for the removal of deadfall and deceased trees in Confluence Park, located in La Verkin Utah.

BACKGROUND INFORMATION:

A 5-acre fire burned several cottonwood trees and extensive understory near the historic Power Station in fall of 2019. The area of most concern can be viewed from above at the overlook at the end of 210 South in La Verkin, UT; the stairs can be used to go down for an even closer look. DETAILS

Approximately 50-80 small to large trees and deadfall need to be removed from the park. The selected bidder would be given access to enter the park from below in order to bring trucks and equipment to the site location. Contractor will need to coordinate with local fire officials while using any equipment that may cause fires. Because this project is a part of a grant with a tight deadline, the job must be guaranteed to be completed by January 7, 2022.

PROPOSAL REQUIREMENTS

Proposal must include the following in their scope of services:

  1. Anticipated schedule or timeline of activities.
  2. Cost breakout for all materials and labor. 
  3. Steps that would be taken to ensure fire risk is minimized during work.
  4. Any donations or in-kind services included in your proposal.

SELECTION CRITERIA

Proposals shall be rated according to the following criteria:

  1. Understanding of the project’s scope of services;
  2. Presentation of a reasonable time schedule;
  3. Professional qualifications and experience with similar projects;
  4. Charged rate/costs for services, including consideration of in-kind services or donations;
  5. Ability to work in harmony with Washington County, its partners and the public;
  6. Completeness, conciseness, and clarity of the response to this RFP.

RFP for Installation of Tortoise Fence in Zone 6 of the Red Cliffs Desert Reserve

REQUEST FOR PROPOSAL
Washington County is seeking proposals for range and desert tortoise exclusionary fence along the Navajo Drive corridor in the Red Cliffs Desert Reserve.

Background information:
The Red Cliffs Desert Reserve recently expanded to include over 6,800 acres of land west of St. George. Within the new Reserve area, Washington County intends to fence the Navajo Drive corridor on State Institutional Trust Lands (SITLA) to protect desert tortoises, reduce foot traffic, and prevent un-authorized motorized use away from the road. The County holds a 100-ft easement along this corridor where much of the fence is planned to be installed. There are four types of fence that will need to be installed:

Current and proposed fencing along Navajo Drive Corridor.

  1. Range fence with four-strand wire to prevent foot traffic and motorized use (approximately 16,150 linear feet).
  2. Range fence with three-strand wire and one barbed wire in areas more prone to fence damage or trespass (approximately 1,000 feet exact location TBD).
  3. Range fence as described above in item 1 with the addition of 3-foot desert tortoise exclusion fence (approximately 1,650 linear feet). See exhibit 2 for specs.
  4. Tortoise exclusion fence attached to already existing range fence (1,950 feet).

The desert tortoise exclusion fence (or mesh) is only needed around the Bear Poppy Trailhead. The range fence on the north side of this trailhead is already built, but it still needs tortoise mesh attached. In some instances, the newly installed range fence will tie into existing fence along the northern side of the road. Similarly, fencing on the western end of the State lands will need to be constructed in such a way to allow for future expansion onto BLM lands when approved. This request only seeks bids for fencing on the SITLA lands.

In addition to the fence, there are 2 gates for authorized utility vehicles and 5 metal step-overs allowing trail access for the public. Gates should be 14 feet in width. Step-overs are 5-feet wide with one which must include attached tortoise mesh. See exhibit 3 for step-over design specs.

  2. Cost breakout for all materials and labor to install each type of fence, gate and step-over described above. (Price per linear foot of each fence type preferred)
  3. Photos, descriptions and/or references for similar past projects completed.

  1. Understanding of the project’s scope of services;
  2. Presentation of a reasonable time schedule;
  3. Professional qualifications and experience with similar projects;
  4. Charged rate/costs for services;

The bid will be awarded to the lowest responsible responsive bidder. If, however, the County deems it to be in the best interest of the County, the County reserves the right to reject any and all bids, to waive any informalities or minor defects in any bids, to eliminate entire items, and increase or decrease the quantities shown in the bid form.

Each bid must be accompanied by an Irrevocable Letter of Credit, in favor of Washington County, which is satisfactory and in a form suitable to Washington County (Cashier’s Check, Certified Check, or Bid Bond) in the amount of 5% of the bid. Cashier’s or Certified Checks are to be drawn to the order of Washington County. County shall exercise the letter of credit, or cash the check if the successful bidder withdraws its bid after Notice of Award. After Notice of Award and prior to commencement of work, the contractor has five (5) calendar days to sign the contract with the County, and comply with insurance and bonding requirements. Failure to sign the contract and meet insurance and bonding requirements within five (5) calendar days of the Notice of Award may result in forfeiture of the Bid Bond and possible loss of bid.

Bids, which contain irregularities of any kind, may be rejected as informal or incomplete.
